As employees of the hunting industry, along with issues of protection and reproduction, we are equally interested in the rational use of our available fishing resources. There are especially many difficulties in developing ungulate stocks. This explains the interest that was aroused by the publication of articles by B. Novikov "Problems of reindeer husbandry" and A. Sitsko "Improving the fishing of ungulates". Sincere bewilderment is caused by the chronic underutilization of meat-based resources in quantities that make up almost half of what is actually harvested. Against this background, the unjustifiably strict legal provisions and instructions for organizing the extraction of ungulates by commercial farms in remote, hard-to-digest areas are incomprehensible.
Using the example of the wild reindeer fishery of the forest population in the North Baikal Cooperative Animal Industry, it can be shown how seriously it is necessary to approach the issue of more complete development of ungulate resources, taking into account regional peculiarities, the biology of the species in order to solve business-like, economic issues of planning, developing instructions and rules that provide more favorable conditions for production activities of farms.
Of the 285 permits issued to the North Baikal Cooperative Industrial Farm over the past two years, the farm was able to master only 48. Unfortunately, in the future, the farm cannot guarantee the full development of reindeer stocks without solving a number of problems.
The development of reindeer stocks in the forest population by the North Baikal Cooperative is closely related to the beginning of the general development of deep taiga lands in the upper reaches of the Chaya, Bolshaya Chuya, and Levaya Mama rivers and the introduction of helicopters (MI-4, MI-1, and later MI-2 and MI—8) into the field.
Hunters who were first brought there to the hunting industry in 1955/56 were surprised by the abundance of ungulates, especially reindeer. This species occupied a vast territory, But already at that time its appearance in the lands of the industrial farm was clearly migratory in nature. There were two main migration routes: deer filled the lands, moving from the lower reaches of the Chai from the Irkutsk region and appearing first along the Gulakit, Tupo, Kalaktakan keys, and then Amutberen, Olokit, and further along the Chai River, the second route passing through the upper reaches of the Abchada River. Deer moved along this path, inhabiting the high-altitude char complexes of the Levaya and Bolshaya Myani rivers in the summer. The direction of these paths was almost opposite, as a result of which all the keys of the Chaya River basin turned into a real "hunting paradise". Commercial development of reindeer in this region, due to the inaccessibility of land, became possible only since the 1963-64 season and is associated, as already noted, with the beginning of the use of rotary-wing aircraft.
Reindeer blanks look like this: 1969 — 70 heads, 1970 — 100, 1971 — 79, 1972 — 138, 1973 — 134, 1975 — 17, 1976 — 24, 1977 — 153, 1978 — 98, 1979 — 135, 1980 — 55, 1981 — 4, 1982 G. — 4 the deer.
The sharp decrease in reindeer harvests since 1980 has been caused by a reduction in the time of its fishing in the territory of the Buryat Autonomous Soviet Socialist Republic. At the same time, the decisive factor was not the general reduction in the fishing period (it was until March 15, it became until January 15), but the discrepancy between hunting dates and the time of arrival of deer on the farm.
According to its capabilities and the numerical condition of the reindeer population, the North Baikal Cooperative is able to produce 150-170 of these animals within a month and a half. To do this, taking into account the timing of migration, the cooperative farm, at least as an exception, must allow reindeer fishing from February 1 to March 15.
With the introduction of new terms for hunting reindeer in 1980, the cooperative lost the supply of by-products of reindeer husbandry to the souvenir (fur) workshop of the Evenki village of Kholodnoye, which contradicts the adopted documents on measures to develop traditional types of fishing of the indigenous population.
Taking into account the exceptionally low percentage of reindeer development in Buryatia, the specifics and complexity of harvesting these animals from the forest population, the short period of possible fishing and the difficulties of organizing fishing, the issue of changing the timing of reindeer fishing in the Buryat Autonomous Soviet Socialist Republic must be addressed taking into account the actual state of affairs.
